Message to employees on digital accessibility compliance 

Dear colleagues,

Today, the University of Michigan is announcing the public phase of a new strategic initiative to support digital accessibility and ensure that we are fully aligned with new federal regulations. The accessibility of U-M’s digital environment for all members of our university community is central to our goals of serving the public and promoting excellence in research, teaching, and medical care. It is also a key component of our commitment to life-changing education in our Vision 2034 plan.

A 2024 update to the regulations for Title II of the Americans with Disabilities Act clarifies the scope and timeline for digital accessibility compliance at public universities and establishes a new federal compliance deadline of April 2026. As a result of this update, we must ensure equitable access for users with disabilities and digital accessibility, as defined by the Web Content Accessibility Guidelines 2.1 AA, for digital content and applications, as well as services, products, programs, and communications. Fortunately, this effort aligns with the university’s existing SPG 601.20 on Electronic and Information Technology Accessibility.

In light of the updated regulations, U-M is rapidly planning and developing increased support in this area so that, together, we can achieve our overall goals for digital accessibility.

In collaboration with partners across the university, a cross-divisional team including guidance from the ADA Coordinator, is working to identify, develop, and provide resources and support for units and individuals to navigate this change.

We invite you to familiarize yourself with our Digital Accessibility Strategic Initiative and the Digital Accessibility website, which includes resources, trainings, and practical tools. Over the next fifteen months, this site will continue to be updated with resources to guide and support our collective progress toward full compliance in digital accessibility.

You may wish to take the following immediate steps to support this initiative:

  • Review policy and guidance: Familiarize yourself with SPG 601.20 and understand specific requirements and expectations.
  • Engage in training: Participate in upcoming training sessions and browse online training pathways on the ECRT/ITS Digital Accessibility website to ensure you and your team are equipped to support digital accessibility.
  • Plan for compliance: Integrate best practices and changes into your department or unit’s workflows and systems. Develop an internal plan with objectives and timelines.

Your involvement and commitment are essential to the success of the current initiative and our ongoing efforts to promote digital accessibility. Together, we can ensure that the University of Michigan remains a leader in promoting accessible digital environments.
